1% is suitable for use as a mouthwash so 3% isn't going to do you much harm if you splash it on (though I wouldn't want to breathe a mist of it). I can't say whether it's any good at killing mealies.

Eric, have you thrown away the dead flowers yet? I'm curious to see how they look now. My related tricho flowered a few days before yours and I noticed the dead flowers went black and are still quite fleshy. That is not a closed flower Phil, it is a Borzi. flower. I disagree. It's quite similar to Cleistocactus winteri though more flared at the end than many cleistos. But bear in mind that E. bridgesii and T. bridgesii are not the same thing.

I'm guessing the plant is only a couple of cm across? Mine have produced flowers when ridiculously small.
