I leave cactus seedlings in the bags for several months, but not in direct sun (or they'll cook). Other succulents open the bag within a week or 10 days of germinating, or there is a real risk of them collapsing. After a few days with the bag open, remove the bag entirely, but don't let them dry out...

Its natural tendency is to produce a clump of small sized heads. I've never tried removing all the offsets, I suspect it won't work, but give it a try. The offsets root readily enough.
